(Note : All the followings are originally writen by me based on the
condition of KampungChat Opers which is more and more
uncontrolled. Other than naming this as rules, its more
accurately i name what i've writen as the guidelines for
all opers. Its just like a handbook for all opers to let
them know what they can and can't do. Please go through
the followings and take the parts that you think suitable.

1.0 Guidelines to NETADMINs
===========================
** You possess the highest position in your server. However, you should
always bear in mind that there are still network master and
co-master who are the real owner of this whole network. This mean
that for anything related to your server, you can make your own
decision, but for those related to the network, you have to refer
to the network policies, rules and guidelines that have been set
by the network master before you do anything.
** Your relationship to the network master is more to cooperation.
You should always cooperate with the network master to improve this
network and your server. If there is anything you are not sure with,
please consult the network master for details or advice.
** Remember that any new changes/rules made is for the benefits of this
network. You SHOULD always FOLLOW it. If you are not happy with any
new rule/change, you are welcomed to talk to the network master.
However, NEVER critic the rules or the network master in front of
Opers or Users! Please respect the network master and also yourself!
** Pertaining to opers, you should always :
- be careful when choosing opers. Add only those who are really
helpful.
- add new opers based on their experience, knowledge and skills.
You may add new opers as local or global operators first. If
their performance is satisfying, then only you promote them to
higher ranks. Directly giving out high access might make them
feel proud, ignore the rules, not respecting the senior opers,etc.
- supervise your opers all the time. Take suitable actions on your
opers immediately if you found them misact. You may always
cooperate with the abuse team about this.
- be the role model to your opers. Strictly follow the rules, act
maturely and responsibly in all stuff so your opers will follow.
In this way, you can also earn respectation from EVERY ONE in
the network.
2.0 Services Adminstrator (SA)
==============================
** You are accessible to AdminServ and have more access in OperServ.
But, you SHOULD NOT :
- add HOp/SOp as that's not your job! HOp can only be
added by the oper's netadmin while SOp only by the network master
(after they pass the test in #OperTest)
- del HOp/SOp as that's also not your job! If you found any HOp/SOp
ignore the rules, just report to the network master or the abuse
team, but NEVER take action yourself.
- modify any oper's info(SETODESC). Changes in this can only be done
by the oper's team leader.
- JUPE must not be used simply. Never jupe a server without any good
reason.
- AKILL without good reasons. Please always set an expiry time for
your AKILL(based on the condition) along with a GOOD and CLEAR
reason!
## IF YOU ARE FOUND DOING ANY OF THE ABOVEMENTIONED, YOU DONT HAVE
TO ASK WHY WHEN YOUR ACCESS IS DELETED AS WE HAVE TOLD YOU THESE
MANY MANY TIMES ! ##
3.0 GUIDELINES TO ALL OPERS
===========================
** You should ALL THE TIME realize of your responsibities, remember
why you wanna be an oper and understand differences between you and
a normal user!
** Be friendly to users and help them in whatever way you can.
** If you are in doubt with anything, always ask your netadmin or the
network master before doing anything related to the network. If you
don't and found doing it wrongly, you'll have to be responsible for
it.
** Below are the DO's and DONT's :
- KILL is only for suitable conditions. Never use if for the stupid
reasons as below :
- the user harrass/annoy you (in this case you can just ignore
him, if you dont want to see this his msg again, you may try
/ignore <nick> 3 or /silence +<ip>
- the user is your enemy or someone you don't like
- the user asks you to kill him (for no reason)
- the user scolds you bad words or critic you in whatever way
(as this is your personal matter, not related to the network,
so NEVER use the network command to solve your problem)
- the user flood your channel (again, this is your personal
problem, not related to the network)
- other oper ask you to KILL the user (ask them to do it
themselves if they want to, but if you do it for them and if
found doingly it wrongly, you'll have to be responsible for it)
- the user advertise for their channels of this network
- kill other opers for fun
** NEVER Kick/Ban or Op/Voice (using OPERMODE/SAMODE or whatever) in
channel that you don't have access(AOp/SOp).
** NEVER interrupt in users' channel affair. They can run their chanels
whatever way they like as long as its not against the network rules.
If they Kick/Ban you, you CAN'T KILL them back as they have the
right to do so in their own channels !
** Always use your Oper Nick if you want to oper up
** /ChatOps is only for the network use, don't use it to chat. If you
want to chat, we have many channels for you!
** NEVER user /kline /akill /gline or any other server command that
you are not clear with.
## REMEMBER, AS AN OPER, YOU ARE SUPPOSED TO BE HELPFUL TO THIS
NETWORK BUT NOT TO CREATE PROBLEMS TO THE NETWORK MASTER! ##
4.0 Oper Team
=============
** All Opers MUST join ONE team as soon as possible. If you don't, that
means you are not willing to help this network and your access will
be deleted.
** You can join ONLY ONE team.
** Do only your team's job but never do other team's. For example, if
you are not from MassAds Team, never KILL or AKILL spammers (unless
they are network inviters and there is no MassAds Staff around).
** All team leaders should always supervise your team members and set
a uniform team info(SETODESC) for them. NEVER let them set it to
whatever they like themselves!
5.0 A Brief Introduction About Abuse Team
=========================================
** Abuse Team members are chosen by the network master to supervise
all opers. In other words, abuse team members represent the network
master in dealing with the disciplinary cases of all opers.
** If any oper caught abusing their IRCop priviledges, the team members
can take suitable actions on the opers. Advise from abuse team
should always be taken.
## ABUSE TEAM IS USER-FRIENDLY, AS WELL AS OPER-FRIENDLY. IF YOU
DONT DO ANY WRONG, YOU DONT HAVE TO BE AFRAID OF SEEING THEM. ##
